What Is the Nicotine Pouch Age Limit in the UK? The 29 October 2026 Changes Explained

UK nicotine pouch age limit: 18 and over from 29 October 2026 under the Tobacco and Vapes Act, including online sales

By Arslan Elahi, Snus O'Clock · Last updated 17 October 2026 · 7 min read

From 29 October 2026, it is against the law to sell nicotine pouches to anyone under 18 anywhere in the UK, and that includes online shops. The change comes from the Tobacco and Vapes Act 2026, which became law on 29 April 2026. Until now, nicotine pouches were one of the few nicotine products with no legal minimum age at all.

This guide follows on from our earlier explainer, nicotine pouches regulations in the UK, which covered how pouches were treated before the new law. Here we explain what changes on 29 October, what comes later, and what it means for you as a customer. It is a plain-English summary, not legal advice.

UK nicotine pouch age limit: 18 and over from 29 October 2026 under the Tobacco and Vapes Act, including online sales
From 29 October 2026 the legal age to buy nicotine pouches in the UK is 18.

The short answer

Key facts

  • Age limit: 18 and over, from 29 October 2026.
  • Where it applies: England, Scotland, Wales and Northern Ireland, in shops and online.
  • Buying for under-18s: also an offence from the same date (proxy purchasing).
  • Free samples: giving nicotine pouches away to promote them becomes an offence.
  • Strength cap: none in law yet. Limits may follow after consultation.
  • Ban? No. Nicotine pouches stay legal for adults.

What is the Tobacco and Vapes Act 2026?

The Tobacco and Vapes Act 2026 is a UK-wide law that received Royal Assent on 29 April 2026. It does three big things:

  • It creates a smoke-free generation: anyone born on or after 1 January 2009 will never legally be sold tobacco.
  • It brings nicotine products, including nicotine pouches, under age-of-sale rules for the first time, and tightens the rules for vapes.
  • It gives the government powers to regulate advertising, packaging, flavours, display and retail licensing for these products.

The smoke-free generation rule applies to tobacco, not to nicotine pouches. Nicotine pouches are tobacco-free, so adults of any age (18 and over) can still buy them.

Was there an age limit before?

Not in law. Cigarettes and vapes already had a legal age of 18, but nicotine pouches fell through the gap because they contain no tobacco and are not e-cigarettes. In practice, most responsible retailers already refused to sell to under-18s. At Snus O'Clock we have always been 18+ only.

The new law closes that gap. From 29 October 2026, selling a nicotine pouch to someone under 18 is an offence, in the same way it is for a vape.

What changes on 29 October 2026

The government's guidance for retailers, Selling vaping and nicotine products (GOV.UK), sets out what starts on 29 October 2026. For nicotine pouches, the main points are:

What changes What it means
Age of sale: 18 It is an offence for any retailer, including online retailers, to sell a nicotine pouch to anyone under 18.
Proxy purchasing It is an offence for an adult to buy nicotine pouches for someone under 18.
No free samples Giving nicotine products or coupons away to the public to promote them becomes an offence, in store or online.
No promotional giveaways at a nominal price Selling nicotine products at a substantial discount to promote them becomes an offence. The guidance says a nominal sum such as 10p would likely count. Normal discounts, clearance of unsold stock, and bulk or trade discounts are still allowed.
Age checks Retailers who are unsure should check a customer's age. Regulations will set out the steps that give retailers in England, Wales and Northern Ireland a legal defence. In Scotland, retailers must run an age verification policy.
Penalties Trading Standards can issue a £200 fixed penalty notice (£250 proposed in Northern Ireland). Court fines can reach £2,500 in England, Wales and Scotland, and £5,000 in Northern Ireland.

For an adult buying nicotine pouches for themselves, very little changes. You can still buy the same products, the same way. You may simply be asked to prove your age more often.

What comes later: 2027 to 2029

Tobacco and Vapes Act timeline for nicotine pouches: Royal Assent April 2026, age 18 from October 2026, advertising ban June 2027, retail licensing 2027 to 2029
The Tobacco and Vapes Act is being brought in step by step.

Not everything in the Act starts at once. According to the Local Government Association's Tobacco and Vapes Act FAQs:

Is there a legal strength limit for nicotine pouches?

Not yet. The Act gives the government the power to set limits on nicotine content, but no UK-wide maximum strength for nicotine pouches has been set. Any limit would come later, after consultation.

For now, strength is up to you. If you are not sure what suits you, read our guide to the best nicotine pouch strength for beginners and our explainer on mg per pouch vs mg/g. If you already use high strengths, our ranking of the strongest nicotine pouches in the UK compares them by real nicotine per pouch.

Are nicotine pouches being banned in the UK?

No. The Tobacco and Vapes Act regulates nicotine pouches; it does not ban them. Adults aged 18 and over can keep buying and using them legally, in shops and online. What changes is who can be sold them, how they can be promoted, and, in future, how they are packaged and displayed.

Rules are stricter in some other countries. Our worldwide guide to nicotine pouch legality explains how the UK compares.
